Bicycle parking: bill by the European Commission

The cycle market is more dynamic than ever. Favored by confinement, the enthusiasm of the French for the bike is still relevant to this day. THE VAE, in particular, did not experience a crisis. It continues to explode to the point of making the years 2020, 2021 and 2022 extraordinary. According to specialists, the country's potential is between 1 and 1,5 million e-bikes sold by 2025. But what about parking?

More bicycle parking spaces in buildings

Logically, projects must be considered to multiply the parking spaces dedicated to bicycles. Since the current facilities are no longer sufficient, suitable solutions must be found. The European Commission has not hesitated to recommend the establishment of more bicycle parking in buildings.
This project concerns residential buildings as well as workplaces, commercial areas and all buildings that are open to the public. It provides for a proportional number in relation to the parking spaces for cars that already exist. Then, he also considers the dimensions of any type of bicycle, in particular classic models, pedelecs, tricycles and models cargo.

Compulsory provision of bicycle parking in residential and non-residential buildings

More specifically, the European Commission recommends the compulsory development of at least two car park for bike per accommodation. It aims for this directive to be applied to all residential buildings that have more than 3 parking spaces for cars. Then, it also insists that 10% of these bicycle parking spaces be adapted to the size of special bicycles.
As for non-residential buildings, the European Commission proposes the development of a bike parking for each car parking space, as long as the building has more than 5 spaces already dedicated to cars.

Note

It should be noted that this project in favor of bicycles has not yet been implemented. It still appears in the form of a proposal and we have to wait for the validation of the European Parliament and the Council of the European Union, which risks taking several years.
Be that as it may, this project is part of the overhaul of the 2010 European directive called “Energy performance of buildings” and therefore part of the Green Pact for Europe.
Also, we must not forget the laws currently in force, in particular: the law of July 12, 2010 for the national commitment to the environment; the ALUR law relating to bike parking in old buildings and the texts of the 2019 mobility orientation law on the dimensions and conditions of bicycle parking.
